Council's move against 'smoking' boats

Takes some beating for stupidity

ARE the people at Canal & River Trust completely thick?

First fixing sheets on the bottom of an aqueduct to stop leaks instead of doing it properly, then fixing the sheets with floating rope to catch boats propellers!  It takes some beating for stupidity.
