Getting tough with rule breakers

MORE and more boaters are forsaking marina moorings and taking out continuous cruiser licences with Canal & River Trust having issued 792 such licences this year, but many boaters have little intention of acceding to the 14 days 'movement' rule, seeing it as a cheaper way of living in one area.

Good heavens, less drama please. While I can certainly appreciate that some people may not like the Harecastle tunnel and might choose to 'move away from it', I find it unfair to so harshly criticise the health and safety response that, effectively, Harecastle Tunnel is adequately equipped for emergencies.
